Fuller was born in 1882 and went on to study to be a solicitor before World War One. Joining the army, he rose to the rank of captain before leaving due to ill health and loss of hearing which prevented him from returning to his legal career. Fuller was interested in collecting Pacific and African artefacts and went on to become honorary curator in the Ethnological Department of the British Museum. He was also an avid antiquarian.
